Meta’s WhatsApp API rates for India
| Message type | What it’s for | Meta rate (₹, excl. GST) | With 18% GST |
|---|---|---|---|
| Marketing template | Offers, launches, abandoned-cart reminders | 0.8631 | about 1.02 |
| Utility template | Order updates, payment receipts, appointment reminders | 0.115 | about 0.14 |
| Authentication template | OTPs and login codes | 0.115 | about 0.14 |
| Service message | Any free-form reply inside the 24-hour window, after 1,000 free a month | 0.115 | about 0.14 |
| Authentication-international | OTPs sent to Indian users by some businesses registered abroad | 2.4971 | about 2.95 |
A marketing message costs 7.5 times a utility message. That one fact drives most WhatsApp bills, because Meta, not your software, decides the category. An order update that also carries a discount code is billed as marketing.
What changed on 1 October 2026?
The rates for India stayed the same. What changed is which messages are charged.
| Message | Until 30 Sep 2026 | From 1 Oct 2026 |
|---|---|---|
| Free-form reply inside the 24-hour window | Free | ₹0.115 after 1,000 free per number per month |
| Utility template sent inside the window | Free | ₹0.115 |
| Utility template outside the window | ₹0.115 | ₹0.115 |
| Marketing template | ₹0.8631 | ₹0.8631 |
| Messages customers send you | Free | Free |
For support-heavy businesses, this means long back-and-forth chats now cost money. A return handled in six replies costs three times as much as one handled in two.
What is still free?
- Messages your customers send to you.
- Messages that are never delivered.
- Everything you send in the 72 hours after a customer contacts you from a Click to WhatsApp ad or a Facebook Page button on their phone, if you reply within 24 hours.
- The first 1,000 service replies per business phone number each month.
- The WhatsApp Business app itself (the free phone app, as opposed to the API).
What will you actually pay each month?
Meta’s charge is only one line of the bill. Budget for four:
- Meta’s message charges: delivered messages multiplied by the rates above.
- GST at 18%: usually added on the invoice. How it is charged depends on who bills you, so confirm with your provider and accountant.
- Platform or provider fees: most businesses use a Business Solution Provider (BSP) or a WhatsApp CRM for the inbox, broadcasts and chatbots. These charge a monthly plan, a per-message markup, or both.
- Setup and automation: template approval, chatbot flows, and connecting WhatsApp to your CRM, website or payment system.
You can also use Meta’s Cloud API directly and pay Meta only. You then need to build your own inbox, routing and reporting.
Three worked monthly bills (Meta charges only)
| Business | Monthly messages | Meta charge | With 18% GST |
|---|---|---|---|
| Clinic | 3,000 appointment reminders (utility) and 2,000 replies from one number | ₹460 | ₹542.80 |
| D2C brand | 20,000 marketing, 15,000 utility, 8,000 replies from one number | ₹19,792 | ₹23,354.56 |
| Coaching institute | 50,000 marketing broadcasts | ₹43,155 | ₹50,922.90 |
How the D2C figure is built: 20,000 × ₹0.8631 = ₹17,262; 15,000 × ₹0.115 = ₹1,725; (8,000 − 1,000 free) × ₹0.115 = ₹805. Add your provider’s fees on top.
How to cut your WhatsApp API costs
- Keep offers out of utility templates. One promotional line turns a ₹0.115 message into a ₹0.8631 message.
- Segment broadcasts. Every delivered marketing message is charged, whether or not anyone buys. Send to customers likely to act, not your whole list.
- Send one complete reply instead of three short ones. Each reply is now a billable message after the free 1,000.
- Collect details in one step. Ask for the order number, reason and photo together, or use a WhatsApp form.
- Use Click to WhatsApp ads for lead generation. Conversations that start from these ads open a 72-hour free window.
- Measure cost per sale or per resolved query, not cost per message.
Important deadline for Indian businesses
Meta is moving Indian accounts to rupee billing. Businesses whose billing country with Meta is India must move every WhatsApp Business account to INR by 31 December 2026. From 1 January 2027, Meta will stop delivering messages from accounts still billed in another currency. If a provider bills you, ask them to confirm your account has moved.
Template categories explained with examples
Meta decides each template’s category when you submit it, and can re-categorise a template later if its content looks promotional. Whenever you send a template, you pay the rate for the category it has at that moment.
| Message | Likely category | Rate per message in India |
|---|---|---|
| “Your order #4521 has shipped. Track it here.” | Utility | ₹0.115 |
| “Your appointment is confirmed for 5 pm tomorrow.” | Utility | ₹0.115 |
| “Your OTP is 482913. It expires in 10 minutes.” | Authentication | ₹0.115 |
| “Diwali sale: 30% off all plans this week only!” | Marketing | ₹0.8631 |
| “Your order has shipped. Use code SAVE10 on your next purchase.” | Marketing (the offer makes it promotional) | ₹0.8631 |
| An agent’s typed reply to a customer’s question | Service | ₹0.115 after 1,000 free per number per month |
WhatsApp Business app vs WhatsApp Business API
| WhatsApp Business app | WhatsApp Business API | |
|---|---|---|
| Cost | Free | Paid per delivered message, plus provider fees |
| Best for | Small businesses replying manually | Businesses needing automation, broadcasts at scale and integrations |
| Automation | Basic quick replies and greeting messages | Chatbots, CRM-triggered messages and workflows |
| Team use | Limited | Shared inbox for multiple agents through a provider |
| Integrations | Minimal | CRM, ecommerce, payment and booking systems |
Many small businesses start on the free app and move to the API when manual replies and broadcasts no longer scale.
How to choose a WhatsApp BSP in India
Ask every provider these questions before signing:
- Do you charge a markup on Meta’s per-message rates, or pass them through at cost?
- What is the monthly platform fee, and what does it include (agents, chatbot flows, broadcasts)?
- Is GST shown separately on invoices?
- Has my account been moved to INR billing ahead of Meta’s 31 December 2026 deadline?
- Does the platform integrate with our CRM, website and payment gateway?
- How do you manage customer opt-ins and opt-outs?
- Will I own my WhatsApp number and data if I switch providers?
Opt-in and quality: protect your number
Meta’s WhatsApp Business policies require businesses to get customers’ permission before sending them messages. Collect opt-ins clearly, for example on forms, at checkout or in the chat itself, and make it easy to stop messages. Meta also monitors how recipients respond: if many people block or report your messages, your number’s quality drops and Meta can limit how many messages you can send. Fewer, better-targeted messages protect both your budget and your number.
Common WhatsApp automations and what they cost
| Automation | Category | Meta cost per 1,000 messages (excl. GST) |
|---|---|---|
| Abandoned cart reminder | Marketing | ₹863.10 |
| Festival offer broadcast | Marketing | ₹863.10 |
| Order confirmation and shipping updates | Utility | ₹115 |
| Appointment or class reminders | Utility | ₹115 |
| Payment due or invoice reminders | Utility | ₹115 |
| Login or checkout OTPs | Authentication | ₹115 |
| Chatbot or agent replies to customer questions | Service | First 1,000 per number free each month, then ₹115 |
The cheapest automations are often the most valuable: reminders cut no-shows and payment delays at a fraction of what promotional broadcasts cost.
WhatsApp vs SMS vs email for Indian businesses
| Channel | Strengths | Limitations |
|---|---|---|
| Very high familiarity in India, rich media, two-way chat, buttons and catalogues | Per-message charges, opt-in required, Meta policy controls | |
| SMS | Works on every phone without internet | Text only, sender and template registration rules, limited interaction |
| Low cost per message, good for long content and invoices | Lower open rates for many audiences, spam filtering |
Most businesses use all three: WhatsApp for conversations and time-sensitive updates, email for detailed information, and SMS as a fallback.
A cost-saving checklist before every broadcast
- Is this message genuinely useful to this segment, or just to us?
- Could it be sent as a utility message instead, without any promotional content?
- Have we removed customers who opted out or never engaged?
- Is the audience segmented by purchase history, location or interest?
- Does the message have one clear action, so people don’t reply with questions that cost service messages?
- Are we tracking sales or leads from this broadcast, not just delivery and read rates?
Worked example: a coaching institute’s monthly bill
An illustrative coaching institute uses one WhatsApp number for students and parents:
| Messages in the month | Calculation | Meta charge |
|---|---|---|
| 8,000 class reminders (utility) | 8,000 × ₹0.115 | ₹920 |
| 4,000 fee reminders (utility) | 4,000 × ₹0.115 | ₹460 |
| 3,000 replies to parents (service) | (3,000 − 1,000 free) × ₹0.115 | ₹230 |
| 2 admission broadcasts to 5,000 leads (marketing) | 10,000 × ₹0.8631 | ₹8,631 |
| Total before GST | ₹10,241 | |
| Total with 18% GST | ₹12,084.38 |
The two marketing broadcasts make up about 84% of the bill. Sending the second broadcast only to leads who opened or replied to the first would cut costs sharply without losing many admissions.
Plan your first three months on the API
Costs are easiest to control when you start small and grow on evidence. A simple plan for a business that is new to the WhatsApp Business Platform:
- Month 1: service and utility messages only. Answer customer enquiries inside the 24-hour customer service window and send order, booking and payment updates. These are the cheapest message types, and they show you how your customers actually use the channel.
- Month 2: one small marketing campaign. Pick one opted-in segment, such as customers who bought in the last 90 days, and one clear offer. Record how many messages were delivered, read and replied to, and how many sales followed.
- Month 3: scale only what paid for itself. Compare each campaign’s message cost with the revenue it brought in. Keep the winners, drop the rest, and stop messaging contacts who never read your messages.
Throughout, keep a simple monthly budget sheet: expected message volume by category, Meta’s rate for each category, your BSP’s platform fee and any taxes on your invoice. Check the billing and insights screens in WhatsApp Manager or your BSP’s dashboard every week, and set an internal monthly limit so that a large campaign is a decision, not a surprise.
Frequently asked questions
Is the WhatsApp Business API free in India?
No. Meta charges no setup or monthly fee, but it charges for every delivered marketing, utility and authentication template, and for service replies beyond 1,000 a month per number.
Is there still a free tier of 1,000 conversations?
No. That allowance belonged to the old conversation-based pricing, which Meta replaced on 1 July 2025. The current allowance is 1,000 free service messages per business number per month, and it does not cover templates.
How much do 1,000 WhatsApp marketing messages cost in India?
₹863.10 at Meta’s rate, or about ₹1,018 with 18% GST. 1,000 utility messages cost ₹115, or about ₹136 with GST. Provider fees are extra.
Do I need a BSP to use the WhatsApp Business API?
No, you can connect to Meta’s Cloud API directly. Most small businesses still use a BSP or WhatsApp CRM, because it gives them a shared inbox, broadcast tools and chatbots without development work.
Do WhatsApp rates drop with volume?
Only for utility and authentication messages, and only at very high volume. In India, the first discount tier for utility starts at 25 million messages a month. Marketing messages have no volume discount.
Are Click to WhatsApp ad conversations free?
Yes. If a customer messages you from a Click to WhatsApp ad or Facebook Page button on the mobile app and you reply within 24 hours, all your messages for the next 72 hours are free.
What is a service message on WhatsApp?
Any free-form reply you send inside the 24-hour customer service window, which opens when a customer messages you. Since 1 October 2026, each business number gets 1,000 free service messages a month, then pays the utility rate.
Are utility templates inside the 24-hour window still free?
No. Since 1 October 2026, utility templates cost ₹0.115 in India whether or not the customer service window is open.
How do I estimate my monthly WhatsApp API bill?
Use this formula: (marketing messages × ₹0.8631) + (utility and authentication messages × ₹0.115) + ((service messages − 1,000 per number) × ₹0.115). Then add 18% GST and your provider’s fees.
Does the price depend on where my customer lives?
Yes. Meta prices each message by the recipient’s country calling code, not by where your business is based. Messages to customers on Indian (+91) numbers are billed at India rates, while messages to customers on UAE or UK numbers, for example, are billed at those markets’ rates, which are higher.
